Portugal’s National Communications Authority (Anacom) has published the final decision on the evolution of the DTT network, with the goal of improving the quality of service.<br />
<br />
The decision implements a proposal that was submitted to public consultation in March this year. The regulator thus confirms a change of the DTT network configuration, which will become multifrequency, consisting of small single frequency networks (MFN to SFN). This solution should improve the quality  of service, since “it allows a full mitigation of the impacts caused by  atmospheric phenomena that significantly change propagation conditions,” explains Anacom.<br />
<br />
The development will be phased, allowing the integration into the DTT  network of the transmitters that had been installed by PT Comunicações  within the temporary network operator licence that was allocated  precisely to avoid the identified problems.<br />
<br />
The decision takes effect from May 16th, when it ended the validity of  the temporary licence network that had been attributed to PT and had  been renewed in November 2012.<br />
<br />
Anacom had already acknowledged that the implementation of DTT “has revealed that certain situations have had an impact on the quality  level of reception of the DTT signal,” while the latest figures from  consumers association Deco showed that 62 per cent of users had  complaints about the quality of the signal.</b></div>

TV panel makers are betting on a high rate of growth for Ultra-High Definition (UHD) LCD TVs  during the next four years. These companies expect to ship nearly  943,000 UHD LCD panels this year, up from less than 33,000 units in  2012, according to IHS. The next two years will see shipments ramp up  even more quickly to 7.1 million units in 2015, on their way to reaching  20.8 million units by 2017.<br />
<br />
The total rises much higher when including a type of lower-priced,  lower-specification product labelled “UHD Ready,” panels, which mainly  target the Chinese market. Suppliers collectively plan to ship as many as 4 million UHD Ready panels this year alone.<br />
<br />
But with such lofty targets, is the TV market setting itself up for failure once again?<br />
<br />
“A few years ago, 3D TV came onto  the market with tremendous hype and promise to transform how people  watch television,” said Sweta Dash, senior director of display research  and strategy at IHS. “This promise never came to fruition.  Instead,  faced with a lack of content, high pricing and inconvenient technology,  3D never emerged from a niche status – a situation that continues  today.”<br />
<br />
Many now predict the same fate for UHD television.<br />
<br />
“However, having learned from past mistakes, TV suppliers are gearing up  to make UHD TV a success, determined not to repeat the mistakes they  made with 3D. However, the level of consumer demand for UHD is still not  clear. Lower yields, higher costs, slower TV sales, lack of content and delays in production all will lead to lower shipments than many in the industry expect.”<br />
<br />
When 3D debuted, brands touted the technology as a fundamental shift on  the scale of moving to color from black-and-white. It also provided hope  for brands to differentiate their products, to gain a competitive  advantage and to increase profitability.<br />
<br />
However, the reality of 3D TV did not meet these high expectations. The  poor adoption rate of 3D was a wake-up call for major TV brands, forcing  them to shift strategy away from focusing on selling 3D TV sets to selling 3-D TV capability as an added feature.<br />
<br />
Brands also learned they could not charge a price premium for 3D. This  changed the adoption rate, and by the end of 2012, only about 20 per  cent of all LCD TVs sold had 3D capability, according to IHS.<br />
<br />
The market for -D TVs faced three major obstacles when it launched:  content, price and technology. Even with 3D popular in cinema thanks to  movies such as “Avatar,” there was simply not enough 3D content for televisions. 3D TV  also doubled the price premium of regular sets, and in perhaps the most  significant obstacle of all, required consumers to change their viewing  behavior by wearing a pair of glasses. For all these reasons, 3D  adoption stalled.<br />
<br />
Many believe that UHD will suffer a similar fate because like 3D, the  format lacks television content, and introductory prices are very high.<br />
<br />
Still, there are some major differences.<br />
<br />
First, UHD TV does not require any change in consumer behaviour, as  there is no need to wear glasses. UHD TV also provides greater depth to  picture quality, giving a more immersive experience. And with upscaling  technology, consumers can see better picture quality even when watching  FHD content.<br />
<br />
Learning from past experience, many TV brands are actively working to  provide UHD content, either through upscaling or through the creation of  proprietary UHD content. Already, Japan has plans to begin UHD  broadcasting as soon as 2014, two years earlier than originally planned.  Also, 4K cameras and camcorders are now on the market, enabling  creation of 4K content. Movies in 4K are likewise starting to show up.<br />
<br />
The increased focus on UHD LCD TVs comes in part from delays in  commercialisation for organic light-emitting diode (OLED) TVs, an  advanced technology that has encountered various challenges in  manufacturing. As UHD is now taking over for the meantime, panel  suppliers and brands are working aggressively to reduce prices, with  lower-cost UHD TV sets expected later this year, mostly in sizes from 50-inch to 100-inch.<br />
<br />
Availability of low-end UHD LCD TV  panels from suppliers, especially from Taiwan, may also help trigger  UHD market growth, particularly in China. Some brands are already  planning to introduce a 50-inch UHD TV in China at a $2,000 price point.<br />
<br />
But even with lower prices, UHD TV quality has to be accepted by  consumers For long-term sustainable growth to occur, the quality of UHD  TV must be deemed acceptable by consumers to justify the switch.<br />
<br />
Top panel suppliers such as Samsung, LG Display, AUO and Innolux are all  introducing UHD TV panels, with TV brands like Sony, Sharp, Samsung, LG  Electronics, Vizio and many Chinese names planning to launch their own  offerings later this year. The variety of products available, as well as  the different price points and sizes for the sets, will help increase  adoption rates, IHS believes.<br />
<br />
On the technological front, oxide thin-film transistor (TFT) is considered to be a superior technology compared to conventional  amorphous TFT LCD for achieving higher-resolution products. But oxide  TFT faces challenges in capacity and yield issues, whereas panel  suppliers have been able to offer lower-cost UHD panels produced from conventional amorphous TFT LCD.</b></div>

Microsoft has unveiled Xbox One, an all-in-one gaming and entertainment  system it claims has been created for today and the next generation.  Describing the device as “the ultimate all-in-one home entertainment  system” Microsoft says it puts users at the centre of all their games,  TV, movies, music, sports and Skype.<br />
<br />
“Xbox One is designed to deliver a whole new generation of blockbuster  games, television and entertainment in a powerful, all-in-one device,”  said Don Mattrick, president, Interactive Entertainment Business at Microsoft. “Our unique, modern architecture  brings simplicity to the living room and, for the first time ever, the  ability to instantly switch across your games and entertainment.”<br />
<br />
Saying “Xbox On” launches a personalised Xbox One Home screen to  discover what is popular on TV or see friends’ latest gaming  achievements all using the most natural interface — the user’s voice.  Other Xbox One features putting the user at the centre of living room entertainment include:<br />
<br />
• TV on Xbox One. Navigate and watch live TV from your cable, telco or satellite set-top box through your Xbox One. Microsoft is committed to bringing live TV through various solutions to all the markets where Xbox One will be available.<br />
<br />
• Home. Turn on your entertainment system with two powerful words, “Xbox On”, and a custom-tailored Home dashboard welcomes you with your favourite games, TV and entertainment.<br />

The BBC says it should start  charging Sky for carrying its channels  if it doesn’t drop retransmisson  fees. Sky charges the BBC, and other public service broadcasters ITV,  Channel 4 and Channel 5, to carry  channels on its pay-TV platform. The BBC pays £5 million (€5.9m) a  year, with the four others footing a combined £10 million bill.<br />
<br />
The issue is a priority for the BBC’s new director of strategy and digital, James Purnell, the former Labour DCMS Secretary. It follows a call by current the culture minister, Ed Vaizey, for Sky to scrap the charges earlier this year.<br />
<br />
The BBC’s director of policy and strategy, John Tate said: “Sky should do the decent thing and stop charging licence fee payers to carry BBC services that, in reality, underpin their ability to generate enormous profits. This free ride needs to stop.”<br />
<br />
Halved from £10 million two years ago, the BBC is now calling for the  retransmission fees to be dropped altogether. However, recent  negotiations between executives from Sky and the BBC are believed to  have come to nothing.</b></div>

Euronews is extending its distribution in the Caribbean region with a new agreement with Canal+ Overseas which will make the international news channel available on the basic line-up of Canalsat Caribbean.<br />
<br />
Euronews is now distributed in the French Antilles (Guadeloupe,  Martinique), French Guyana, Haiti, and the Dominican Republic. The  channel is also included in the package of Canalsat channels available  in hotels across the whole region.<br />
<br />
On Canalsat Caribbean Euronews is available in six languages: English, French, German, Italian, Portuguese, and Spanish.<br />
<br />
Arnaud Verlhac, manager of global  distribution at Euronews stated; “I am delighted to announce this new  agreement with our long-standing partner, Canalsat, which already  broadcasts Euronews as part of its packages in France, Switzerland,  sub-Saharan Africa, and the island of Reunion. Joining Canalsat  Caribbean, the region’s strategic operator, is a great opportunity for  Euronews to offer overseas viewers direct access to the international news covered by our teams, available in the language of their choice”.<br />

The announcement of Mobistar to suspend sales of its internet, fixed telephony and TV services has created a rush at TV Vlaanderen and Télésat.<br />
<br />
Existing customers of Mobistar TV will have the opportunity to continue receiving TV Vlaanderen and Télésat’s satellite DTH services.<br />
<br />
“The number of calls from customers of Mobistar TV who want to switch to TV Vlaanderen and Téléat, exceeds our expectations,” said Hans Troelstra, COO of M7 Group.<br />
<br />
“Since the announcement that its Mobistar TV services suspends the phonelines at our call centre are red hot. We have now hired additional call agents to meet the massive interest.”<br />
<br />
Mobistar is gradually contacting its TV customers to provide information about how to switch to TV Vlaanderen and Télésat.<br />
<br />
“We have partnered with Mobistar to find a solution to ensure that no  customers are inconvenienced by the decision of Mobistar,” added  Troelstra. “Customers who switch continue to benefit from a special rate  and maintain their channel offerings and their satellite system.”<br />
<br />
Meanwhile, TV Vlaanderen and Télésat have said they will start to offer a new, attractive and competitive VDSL for a hybrid triple play product.</b></div>

The Middle East and North Africa region is still lagging behind advanced markets in the development of HD services, despite being ahead of Europe in terms of HD screen sales growth and HDTV growth relative to the total number of TV channels,  according to a study by HD platform operator YahLive, satellite  operator SES and Dubai-based broadcast consultancy ChannelSculptor. <br />
<br />
According to the study, despite growth in demand for HD screens,  relatively few MENA viewers were actually experiencing HD channels.<br />
<br />
MENA has an estimated 650 free-to-air channels, representing 70% of the  total number of channels, a far higher proportion than the global  average. Over 10% of MENA channels are now broadcast in HD, compared  with 9.3% in Europe, according to the study. However, HD broadcasts are  often of low quality.<br />
<br />
“Consumers are being forced to settle for low-quality HD broadcasts as the MENA market  itself doesn’t provide broadcasters with great financial incentives,  thereby depriving consumers of the real emotion-evoking ‘being there’ HD  experience,” said Mohamed Youssif, CEO of YahLive.<br />
<br />
“More than 50% of MENA’s HD channels are government-owned and 80% of  these are free-to-air, limiting the commercialization of HD,” said Nick  Grande, managing director of ChannelSculptor. “Commercialisation of HD  requires channel ‘encryption,’ paving the future path for paid  subscription and the development of a low-pay TV model. However, ‘encryption’ is perceived as a dirty word in this region as governments believe that it will undermine emerging HD audiences.”</b></div>
